Illinois Concealed Carry Act - What Does It

In July of 2013, the Illinois legislation
passed and the Governor signed the Illinois Concealed Carry Act. Beginning in
January of this year, the Illinois State Police began accepting applications
from individuals desiring to obtain a license to carry a concealed firearm in
Illinois. The Act contains a great amount of detail and a lot of questions as
to how this process works. This presentation will review the ICCA including who
is eligible and who's not, what type of training is required, the application
process, where you can and cannot legally carry a weapon, what you can and
cannot carry, and what to expect as a result of this new legislation.
Bill Leap Biography
As Vice President
of Security Services for Titan Security Services Inc., Bill is responsible for
the design and implementation of manned and remote security services. This
includes security assessments, project management, planning, training and
Bill has achieved
accreditation by ASIS International as a Certified Protection Professional
(CPP). He is also a Member of the ASIS Security Services Council.
Previous to his
current position, Bill was the General Manager for the Chicago and St. Louis
offices of G4S Wackenhut, a multinational security provider. In 2005, within
hours after Hurricane Katrina devastated the Gulf Coast, Bill was one of the
first security professionals onsite providing emergency response and crisis
management services in the New Orleans area.
Bill served in a
military intelligence capacity in the US Army with the 5th Special Forces Group
in Vietnam and 66th MI Group in Europe. He holds Illinois Private Security
Contractor, Private Detective and Registered Firearms Instructor licenses. Bill
is a graduate of the Illinois Institute of Technology.
